A West London dry cleaning business and its director are facing a massive financial cleanup after being caught dumping hazardous commercial waste in a Redbridge nature reserve.

Palm Dry Cleaners Ltd, based in Hammersmith, alongside company director Shazia Nadeer (51), were hit with a combined £10,777 in fines and court costs following a successful prosecution led by Redbridge Council.

The hefty penalty follows a complex investigation into a large-scale fly-tipping incident at the Aldborough Hall Nature Reserve—a popular wildlife site and extension of Fairlop Waters Country Park.

A Toxic Discovery in the Wilderness

The alarm was initially raised by local community members who spotted the environmental hazard on Painters Road, Ilford. When Redbridge’s Neighbourhood Enforcement Team arrived, they were confronted with three massive, distinct piles of waste.

While separate investigations are still underway regarding the other piles, one specific dump was directly linked to Palm Dry Cleaners. Officers meticulously combed through the rubbish for three days, uncovering:

  • Commercial blue dry-cleaning bags, cardboard boxes, and plastic bottles.

  • Discarded containers of ‘Jolly Smak’, a specialized dry-cleaning chemical.

  • Two large, open metal drums leaking remnants of super stabilised perchloroethylene.

Environmental Note: Super stabilised perchloroethylene is a colourless, highly hazardous liquid used in the dry-cleaning industry. It poses severe health risks to humans and is acutely toxic to local wildlife and ecosystems, requiring strict, secure disposal methods.

The Investigation and Court Verdict

When cornered by Enforcement Officers, Nadeer was unable to produce any legal documentation or waste transfer notes to prove the business was disposing of its toxic byproducts safely.

Appearing at Barkingside Magistrates Court, Nadeer pleaded guilty to two waste offences under the Environmental Protection Act 1990. The court handed down a strict financial punishment split between the director and the corporation.

Council Warns: “Zero Tolerance for Grime Crime”

Local authorities are using this high-profile case to send a clear message to outside businesses using the borough as a personal dumping ground.

Cllr Sunny Brar, Redbridge Cabinet Member for Enforcement, Community Safety and Cohesion, condemned the illegal dumping:

“This deplorable violation of our nature reserve is quite rightly being met with the toughest of legal actions. We have zero tolerance for grime crime in Redbridge… This prosecution should serve as a warning to businesses acting unlawfully that we will use the full weight of the law to secure the toughest sentences if your waste is found dumped in Redbridge.”
